Encoder's Notes: Nordic galore! 2 new tunes for aom-av1-psy dropped. Upon testing, unfortunately they really weaken the bitrate spending of aomenc, i dropped the cq by 5 to combat this. ipq_vmaf_psy will be used for future encodes since it deemed fit for medium-high bitrate content.
